Performing under SAWPA's direction, DownStream Services, Inc. is in the process of successfully completing the Closed Circuit Television (CCTV) inspections of 7.5 miles, and the cleaning of approximately 13.5 miles, of the Upper Santa Ana Regional Interceptor (Upper SARI) sewer line segments and appurtenances. Under this contract, SAWPA divided the work into four phases which included the SARI Reaches IV, IV-A (Chino Basin) and B (City of Riverside), IV-D and IV-E (Upper expansion of the SBVMWD).

The SARI Line, a regional brine line, is designed to convey 30-million gallons per day of non-reclaimable wastewater from the upper Santa Ana River basin to the ocean for disposal after treatment. The non-reclaimable wastewater consists of desalted concentrate and industrial wastewater. DSI's inspection equipment has had to be responsible for clearly televising the interior of sewer pipes from 16 to 48 inches in diameter. Since the access to Reach IV-E is limited, our system had to have the capability of televising up to 5,000 feet in one direction in conditions of 100% humidity. Utilizing our Long Range Inspection System, we have been able to overcome adverse internal inspection conditions of this brine line. Per the contract, DSI's field crew has been responsible for performing CCTV Sonar Inspections within 5 days after cleaning to determine the effectiveness of the operation.

Project Challenges: This project consisted of a varying range of locations; from off-road remote sites to very congested intersections in Riverside County. This challenge was overcome by DownStream Services, Inc.'s wide range of equipment capabilities and qualified personnel. All locations were accessed without incident. Also, the nature of this project has demanded detailed coordination with varies upstream contributors which included both wastewater treatment plant shutdowns and night work. This coordination was accomplished with the assistance of SAWPA's Project Engineer. Another challenge has been that SARI is a fast moving line with velocities of up to 7 feet per second. DownStream Services, Inc. has had to devise and implement special equipment to overcome such adverse conditions.
